PLANNING AND ZONING COMMISSION
JUNE 22, 2011

A Regular Session Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on June 22, 2011.

CALL TO ORDER

The meeting was called to order at 7:03 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that  Mary Whaples would be voting in place of Tom Fitzgerald, and Travis Simpson would be voting in place of Paul Roczynski.  Additionally, Chairman Kayser stated that the Commission would be voting with seven members.

SITE PLAN APPLICATION – 337 East River Drive, a.k.a Two Rivers Magnet School, to allow installation of an electrical wind turbine generator at an existing elementary school.
Applicant: Kim Robinson/Robinson Building Service


Upon a motion by John Ryan, seconded by Paul Bonzani, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions.

1.      In evaluating this application, the Planning and Zoning Commission has relied upon   information provided by the applicant and, if such information subsequently proves to   be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2.      Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.

SITE PLAN APPLICATION – 29 & 95 Willowbrook Road, Construction of a 33,807 square foot early childhood magnet school, parking lot and associated storm water drainage system.
Applicant: Bryant Harrell /Goodwin College
 (Postponed from the June 8, 2011 meeting)


Upon a motion by Travis Simpson, seconded by John Ryan, the Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon   information provided by the applicant and, if such information subsequently proves to   be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2.      Final plans are to signed and sealed by the professional engineer or surveyor licensed in the State of Connecticut that is responsible for the work.
3.      Provide separate plans for each application and label them accordingly.
4.      Determine by testpit, the horizontal and vertical location of all proposed utility crossings/conflicts shown on the plans, add the testpit and information to the plans and revise the utility layout to resolve utility conflicts.
5.      Provide construction details for all proposed improvements.
6.      On sheet C2.00, clarify if sign “E” is to be used or not used on the site, on sign “L” replace “staff parking” with “Willowbrook School”, revise the edge of pavement on the northern handicapped parking stall to remove the acute angle, and add a sidewalk to the northern edge of the
        southern parking area.
7.      On sheet C2.00, provide width dimensions for all proposed sidewalks, and additional construction layout dimensions, coordinates, and radii labels for the proposed parking area and building.
8.      On sheet C2.00, provide more detail on the relocation of the existing playground, including dimensions, details, and surface treatments.

9.      On sheet C2.00, add a 5’ by 5’ section of sidewalk on the west side of the western concrete pedestrian ramp at the entrance to the site.
10.     On sheet C3.00, provide more grading detail on how the proposed driveway will match existing at Willowbrook Road.
11.     On sheet C3.00, revise the location of yard drain 15 so that there is more separation between it and the property line.
12.     On sheet C3.00, revise manholes 5 and 6 to type ‘C-L’ catch basins, add labels to all proposed piping, and revise the pipe material specification to concrete where there is less than three feet cover over plastic piping.
13.     On sheet C3.00, add top of frame and invert elevations to all proposed sedimentation structures, outlet control structures, and underground detention systems.
14.     On sheet C3.00, revise the pipe slopes so that there is a minimum slope of 0.50% on all proposed pipes and revise the pipe and catch basin design dimensions to coordinate the plan to the computations.
15.     On sheet C3.00, provide proposed spot grades at the corners of the underground infiltration systems to supplement contour information and add spot grades over the proposed handicapped parking areas to specify a maximum proposed grade of 2% across them.
16.     On sheet C3.01, revise the testpit logs to note the depth to seasonal high groundwater or depth that mottling was observed at, and all testpit logs to the plan.
17.     On sheet C4.00, revise the configuration of the utility connections on Willowbrook Road to provide more separation from one another, and to resolve horizontal conflicts.
18.     On sheet C4.00, review and revise the elevations for the proposed sanitary lateral to provide fo rthree feet of cover on plastic piping.
19.     On sheet C4.00, revise the proposed water service to meet MDC requirements and to provide at least 5’ minimum separation from the property line.
20.     On sheet C4.00, graphically depict all proposed underground conduit for site lighting and signage.
21.     On sheet C5.00, revise the plan to provide inlet protection for all proposed catch basins and yard drains.
22.     On sheet C6.01, revise the handicapped parking stall detail to coordinate with what is proposed on site.
23.     On sheet C6.02, revise the pavement markings on the speed hump to meet MUTCD proposed on site.
24.     On sheet C6.03, revise the design of the sediment chamber detail to have a baffle or hooded outlet to capture oil and other floating debris.
25.     On sheet C6.04, revise the outlet control structure details to coordinate with the specification for CTDOT standard drainage components or change the specification and add more detail on the basin trash rack will be connected to the drainage pipe.
26.     On sheet SL1-01, revise the location of the proposed lights, there are instances where the proposed light bases are in conflict with existing and proposed storm drainage piping.
27.     Revise the phasing plans to match and coordinate with the rest of the site plan set.  
28.     In the drainage calculations revise the pipe and catch basin design dimensions to coordinate the plan to the computations.
29.     Site Modification Bond set in the amount of $544,000.00

Upon a motion by Peter Bonzani,  seconded by Mary Whaples, the Commission Voted (7-0) to Approve the above Revised Soil Erosion and Sedimentation Control Application (consistent with the approved drainage plan) with the following conditions:

1.      Final plans are to signed and sealed by the Professional Engineer and/or Land Surveyor licensed in the State of Connecticut that is responsible for the work.
2.      Provide separate plans for each application and label them accordingly.
3.      On sheet C5.01, add contact information for the individual who is responsible for maintaining the erosion controls and storm drainage system per section 217.3.d.6&7 of the zoning regulations.
4.      On sheet C5.01, add an operations and maintenance narrative to the plan for the proposed stormwater drainage and management system.
5.      Approval supersedes the previous approval dated May 11, 2011.

Applicant: Goodwin College, Bryant Harrell
(Postponed from the June 8, 2011 meeting)
     
Upon a motion by Mary Whaples, seconded by John Grottole,  the  Commission Voted (7-0) to Approve the above Site Plan Application with the following conditions:

1.      In evaluating this application, the Planning and Zoning Commission has relied upon   information provided by the applicant and, if such information subsequently proves to be false, deceptive, incomplete, and / or inaccurate, this permit shall be modified suspended or revoked.
2.      Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the state of Connecticut who is responsible for the work.
3.      Provide separate plans for each application and label them accordingly.
4.      Provide a planning and zoning site plan approval block and engineering inspection note on all of the sheets of the plan set.
5.      On sheet L-2.1, graphically depict and specify all proposed pavement markings and add a note to specify that all existing conflicting pavement markings are to eradicated.
6.      On sheet L-2.1, graphically depict and add notes to specify the installation of traffic control signs, and add all necessary construction details for them.
7.      On sheet L-3.0, revise the light pole locations on the plan to coordinate with the lighting plan.
8.      On sheet L-3.1, revise the pavement restoration limits to specify a minimum distance of 2’ offset from the proposed curbing installation and coordinate the limits to what is shown on other sheets within the plan set.
9.      On sheet L-3.1, graphically depict the existing trees adjacent to the gatehouse and add notes to specify if they are to be removed or are to remain.
10.     On sheet C-1.1, add top of frame and invert elevations for the proposed catch basins and manholes to the plan.
11.     On sheet ESL-1.1, revise the lighting plan to limit lighting levels at the property boundaries to comply with section 209.6 of the zoning regulations.
12.     Site Modification Bond set in the amount of $54,000.00.

SOIL EROSION AND SEDIMENTATION CONTROL APPLICATION – 1 Pent Road, Relocation of an existing gate house, installation of new parking spaces and fencing to an existing industrial building.
Applicant: Goodwin College, Bryant Harrell
(Postponed from the June 8, 2011 meeting)

Upon a motion by John Grottole, seconded by John Ryan, the Commission Voted (7-0) to Approve the above Soil Erosion and Sedimentation Control Application with the following conditions:

1.       Final plans are to be signed and stamped by the Professional Engineer and/or Land Surveyor licensed in the state of Connecticut who is responsible for the work.
2.      Provide separate plans for each application and label them accordingly.
3.      Provide a site plan approval block and engineering inspection note on each sheet of the plan set.
4.      On the site plan, add a note specifying that it was drawn to A-2 survey quality per section 217.3.c of the zoning regulations.
5.      On sheet C-1.1, add a map depicting the property boundary and the surrounding area from the site with a radius of ½ mile per section 217.3.b of the zoning regulations.
6.      On sheet C-1.1, add NRCS soils to the plan per section 217.3.c.2 of the zoning regulations.
7.      On sheet C-1.2, add contact information for the individual responsible for erosion controls and maintenance of the storm drainage system to the plan.
